GKTC ACTIVITY

George Kuzmycz Nuclear Material Physical Protection, Accounting and Control Training (GKTC) is a division of the Ukrainian National Academy’s Institute for Nuclear Research (INR). Priorities of GKTC activity have been set by the Decree of the Ukrainian Cabinet of Ministers dated 3 September 1997 No. 488-ð. They include:
- • R&D support for and involvement in government due diligence of nuclear materials accounting and control activities and nuclear materials and facilities physical protection
- • development of national and review of sectoral statutory regulations and security standards
- • organisation of and hosting qualification upgrade programmes for specialists involved in nuclear materials accounting and control and nuclear materials and facilities physical protection
- • use of international aid for improvement of qualification of Ukrainian experts in nuclear materials accounting and control and nuclear materials and facilities physical protection

GKTC has pioneered the training activity for nuclear material physical protection, accounting and control in Ukraine covering beginner and qualification support and improvement programmes.
GKTC success builds on the following factors:
- • continuous expansion of ties with US DOE national laboratories and their leading experts in nuclear material physical protection, accounting and control
- • cooperation with the European Commission’s Joint Research Centre
- • cooperation with relevant sections within IAEA to organise regional training courses in nuclear material physical protection, accounting and control
- • coordination with training centres in the Russian Federation for educational activity experience exchange
- • analysis and generalisation of best international and domestic practices in nuclear material physical protection, accounting and control
- • involvement of leading Ukrainian experts in nuclear material physical protection, accounting and control
- • improvement of qualifications of Centre employees
- • expansion of GKTC training process support equipment base
In the past 5 years GKTC staff jointly with specialists for the US DOE and with participation of staff of a number of Ukrainian institutions have been involved in development of draft national and sectoral regulations and fostering their adoption.
